Hi, I would say it depends how big the second person is. A kid is definitely no problem. A small adult normally also fits. If you wanna use it in Beijing, you should know that starting from next April it will not be allowed to take a second person with you (older than 12 years of age) anymore.
Why not restrict the bikes to a slower speed than forbid the whole bike or is it just physically too big? Anyhow, you sure have some strange laws there like the restriction for not have a 2nd passenger older than 12.
Bigger and quicker scooters are not banned, just you need a driver license to operate them. And you have to drive them in automobile lanes

where did you buy the extended seat?
Bought it on Jingdong (jd.com) from the official niu store. There should be different colors, but only black was available...

Not forbidden. Bigger and quicker scooters now require driver license which some people don't like
