04:01 when I try to use this tool it never stays the same as it was on the time line, (when I export in png) is there any way to fix it?

Try to disable the camera/vcam and make sure you align it to the centre before using the 3D rotation tool.
Also make sure you export the sequence from the symbol, not from "export movie".
