I don't know enough about ssb64 to be able to tell... but it looked like there were a few frames during the shield breaks where link could have dashed away before samus's next hitbox came out. was link unable to move due to hitstun or something?

Every frame on this game is planned, mapped out, and then performed by only one person, meaning that Okami is controlling both link and samus. If he messes up, he can just use the save states of the emulator and go back to before he gets hit and prepare. Once the script has been written out, it's perforemed by the computer.
