I don't know where you got that from, but summoners aren't actually buffed by spectre, and if anything, putting them near a balloon pal will make them worse, because they don't get buffed by other heroes (exept discount dog) and balloon pal actually makes them spawn allies slower because their rate gets debuffed

actually ballon pal helps the range for oddport as well as spectre. Also, spectre helps with slime king’s burn and KartKids attack I believe
