@@mvee05 a "Shadow war" was all the subterfuge and covert behind the scenes stuff that the Alpha Legion Excelled at. A planet months ahead of a compliance fleet that would try to fight? Infiltrate agents into their logistics, so you had folk ready to detonate stockpiled munitions... Infiltrate their communication centres, to spread false orders and misinformation... Infiltrate their labour unions to bring the planets workers out in revolt... All combined, the Alpha Legion could have any forces on the planet fighting each Other for "treachery" before they (or more commonly Other Legions) even came into the system, the planet crippled by rioting, it's armies tearing each other apart with what few munitions they had left and Utterly unable to unite against a compliance fleet.
      But
They didn't limit themselves Just to forging ahead of the fleets to "soften up" targets. They (in their role as the Emperor's secret police, which is effectively the role they were created for) had eyes within Every other legion. It may be a lowly serf, transmitting numbers of ships, or a tech adept, passing information on armoured innovations and weak points, or an Astartes, removed and replaced by a sleeper agent, stealing Legion secrets and transmitting them, but having no memory of doing so... The shadow war was only really the purview of 2 legions. Alpha Legion, and Raven Guard. The Raven Guard were the rabble rousers, the ones that led the masses in revolt. The Alpha Legion were the ones that Started revolts to put all the rebellious elements in one place at one time, and let Others crush them, to ensure compliance was adhered to fully, before moving on to the next planet that needed softening up, or that had recently been brought under the imperial heel that had discontented elements.
Guiliman never understood That. He wasn't engineered to. Alpharius was it's master.
(Had the Heresy Not happened, most planets in the Imperium would have an Alpha Legion agent, embedding within or even Creating anti imperial uprisings... to make them simple to defeat, ensuring the peace by making sure the troublemakers got all they backing they could want Until they struck, but when they did, they were Utterly crushed)
