The exhaust mass flow and temperature may be suitable to pre-heat the combustion air to the gas turbine through a heat exchanger, but it may not be enough mass flow and volume to pre-heat certain other applications, such as fired heater coils, or processes that require temperatures higher than 400 deg C.
