I had lived and worked in Vietnam as well as many countries in Asia for more than 17 years until my retirement 4 years ago, and moved back to the states to be near grandchildren. One thing that I have to tell you that the streets in Vietnam always look chaos about to happen, but it magically sorts it out without the help any traffic polices. If it happens in the US, or any Western countries, we definitely see some fighting or shooting.
In my opinion . Ho Chi Minh City is one of the most lawless traffic rules in the world , but amazingly drivers of all ages manage to drive and get through horrible traffics every busy day; 7 days a week. Because Ho Chi Minh is Metropolitan city with an extreme highly population density, and store front businesses blocks after blocks, and from one municipality to the others. The good news is... I think the Vietnamese are still the best driver in the world. I drove in Canada over 25 years, but I wouldn't dare to drive after mid-night. You have 3 choices, cheapest , safest ways is taking the bus. Secondly take an unsafe Grab bike cheap fair $2.00 - 5.00 per fair. Thirdly take a safe Crab Car but more expensive $5 -15 per fair, but still a lot cheaper than Canada and US.
There are too many cars nowadays. Motorbikes only would makes their ways a lot easier. Traffic seems normal in Vietnam that way. The only rule is to use the horn frequently.
These days Hanoi and many places in Vietnam often have heavy rain, making some sections seem impassable. That leads to traffic gathering on some roads and causing congestion. This is not only happening in Hanoi in these days but also in many other provinces and cities. But there are some idiots who say it's because of the Vietnamese people, probably Italy's Venice flooded and Jakarta subsided or Japan earthquake was caused by those countries :))))
As if traffic jam doesn't happen in developed countries or capitalist countries. Hanoi is not even in the traffic congestion ranking. It is much worse in NYC and Paris. Based on your comment, if traffic jam related to intellect, then Western people must be the stupidest 🤡
