I'd assume this is an ego boost for her.
I used to think that this type of behavior meant 'She's interested, but only if nothing better comes along'. Now I believe it's mostly for gossip purposes. So they can tell their friends. I've also seen a woman use a man she had no intention of being with for the purposes of making her ex jealous and get other men interested in her. It's an effort to make other men stand up for her and push the 'nasty goblin who doesn't deserve her' away.
People are sick, if you experience this behavior, walk away. Respect yourself. It says nothing about you, and everything about them.
