Hospital probably gave him an anti-psychotic and it sorted him out in 20 minutes. I've seen this happen before (but not to such extreme lengths) IRL. It's not uncommon during a bad trip for someone to get stuck in comical (to outside observers :P) thought and speech loops.

Pretty sure mental institutions are state run, back in the day, they were typically funded by Christian groups, states didn’t really have the money to fund them. I could be wrong, but personally, I’ve never heard of a federal asylum. Sending money to other countries is something that the federal government does.
