INTER STATE COUNCIL:
The Inter-State Council is a non permanent constitutional, advisory, and quasi-federal body.
It is a mechanism that was constituted "to support Centre-State and Inter-State coordination and cooperation in India". The Inter-State Council was established under Article 263 of the Constitution in response to the Sarkaria Commission’s recommendation, which states that the President may constitute such a body if a need is felt for it.
PRESIDENT RULE:
Since the adoption of the Indian constitution in 1950, the Union government has used this article several times to dissolve elected state governments by imposing President's rule. The article was used for the first time in Punjab on 20 June 1951.
The state of Manipur has undergone the maximum number of President rule from 1951 to 2019. The number of times the President's rule is imposed here is 10.
Article 356 empowers the President to issue a proclamation if he is satisfied that a situation has arisen in which the government of a state cannot be carried out on in accordance with the provisions of the Constitution.
