In stratified sampling, the hetergenous population is divided into homogeneous subgroups called "strata" based on certain characteristics, like age, income level, or education. In cluster sampling, the population is divided into heterogeneous groups or "clusters," which should ideally represent the diversity of the whole population. Stratified sampling is often the best method for achieving maximum representation of an entire population because it systematically includes all key subgroups within that population.
