If the truck is used primarily as a tanker water shuttle, I am ok with the two man cab. If is used as a first due engine, at least four fire fighters should be on the truck.

They are a volunteer dept where in most cases only the engineer is in the truck. The rest of the firefighters are usually in their pov with their gear as already with them. They have several engines like this and it works well for them. Different strokes for different folks.
