What is dangerous for this type of cable ? The led is clearly unhealthy but bitumen I do not know as danerous...But I know that coal tar is dangerous, could it be that coal tar is used for this cable ?

The led itself is not concern of this precaution, but the lead sheath need to be prepared for grounding purpose, for this working step an internal risk assessment has concluded to apply additional safety restrictions. Same method is required for the preparation or better removal of the bitumen soaked layers above the lead sheath, which need to be removed with fire and results with possible harmful fumes.
