When you are in the spawn you can't pick up or place blocks. That's why in the border of the wall they can break the dirt (that wasn't in the spawn zone). Elira just place block to try to jump on and if you are fast enough, the block has been placed and you can jump on it as seen. Sorry if my english is bad, I'm spanish and I have a little problem with the verbs and tenses.

A little late, i haven't played minecraft for a while myself but im pretty sure Luca is using a server plugin where you can claim land, so only people who have access to the land can build and break blocks
