Yep and also that the president's notice meant nothing until the amendment in article 370's requirement for the j&k constituents assembly which was dissolved resulting in making the article 370 permanent leaving no choice for the president admitted by supreme court so the government changed that and president cleverly used the word "whenever the notice is broadcasted on the government device it will come into effect" so the government can lockdown kashmir valley and make unofficial amendments and then read out the notice.
