Thats just kinda a staple of punk rock. You could use basically any 4 chords from the same key and find that chord progression used elsewhere in punk. Given that they're power chords, of course.
Interestingly enough, Green Day rarely used I V vi IV compared to other punk bands. Only started using it more often later. When I Come Around was probably the only notable song of theirs around this time that used it lol. They started using it a bit more after American Idiot (21 Guns, X-Kid, etc.)

@@punkgrl325 It's probably Fat Mike intentionally shortened and used When I Come Around's 1 5 6 4 as a target since it was the most popular "punk tune" of 94 and it's also probable why many dumbass DJ intentionally or accidentally played NOFX's song on the radio.
