Most likely just the inner tube. Make sure to run your finger through the inside of the tire to make sure there are no sharp prick left because it can just re-puncture your newer tube.
My back inner tube tire for this scooter keeps popping and my bf and I have looked everywhere for the sharp edges that might be causing it to puncture we changed the pressure multiple times it goes flat either on a weekly or lasts the most at 3 weeks not sure what to do or weather try a liner or try getting solid tire?
Try the liner. My tube without the liner lasted only 1 week and started loosing air. I put the liner on and now it has been over a month since I put air in it. Make sure to run your hand around the inside of the tire and remove any pricks. Also after re-installing the new tube, be sure to completely assemble the tire rim halves before inflating or you can pinch the tube and cause a slow leak.
Very limited adjustments to the springs. You can try to stiffen them by adding shims to the springs. To make them less stiff, you can remove one from each pair on each side. I did that for my wife because she weighs less than 100 lbs and now the bumps don't jar her as much unless it bottoms out.

I have an older d5 or d4 with a flat front tire, do I just have to replace the inner tube or the outer part too

What size are the nanrobot d4+ tires?
10x2.5" according to the writing on the tube.
