Square Eyed Jak that's really strange. The only thing I can think that could have done that would be a manufacturing error. In which case your game has that as value, but I'm sure you would like it better if you could hear the music.
Have you tried cleaning it? I actually had two Sega Dreamcast games, "Airforce Delta" which crashed every time I started a mission and "Dead or Alive 2" which keep freezing on Kasumi's Stage 5 match in Story Mode. My Dad mentioned about using Metal Cleaner (the brand I used was: "Autosol Metal Polish"). So we applied and rubbed a little bit on the surfaces which actually fixed the issues. No freezing issues. Really glad "Airforce Delta" works as the US version is not very common.
All I can say is that I can vouch for JoshKall Plays. My Spyro 1 disc always skips on certain level soundtracks such as Terrace Village and Haunted Towers :/

The music problem happens because of the copy. I know this because the first time I played it that issue wasn't there. However, when I re-play it, which was 5 years later, that issue was there.

I downloaded the NTSC version off PSN and that one runs perfectly. Probably been polished off before release like but hey ho! I first played this on PS3 on some Spyro Trilogy in the PS Store, I had a bit of nostalgia of Spyro 3 while playing since they're rather similar. I only played Spyro 3 on PS1 as a kid and was my first Spyro game. Too bad Spyro's in Skylanders now.

Dr. Shemp was probs the only sorta challenging (I definitely took slightly more damage from him than the others), straight-up boss battle in this game. And he's pretty much a tweaked Papu Papu. Sequels definitely up the ante in dat department. That and they give you the hover ability, something I kept trying to use here during my last playthrough but forgot wasn't in this game so I kept plummeting into oblivion lol

In Spyro 2, there are cheat codes that enable you change his color into blue, red, black, yellow, green or pink.

Yea that music stuttering is a scratched disc I believe. My Spyro 1 is fine but my Spyro 2 skips sometimes.

Lower poly versions of the environment that get higher poly the closer you get to them is called mip mapping which was used in a lot of n64 games.

i didnt encounter the Music issue on the NTSC version, it probably a Problem to make the game run at 50hrtz, or your disk is Scratched....almost.
