the code is using bar merge wrong what is why you see the "steps" in the cloud.
No, the steps are caused by Pinescript visualization when you display on the chart any value calculated on a higher timeframe. I.e. in a 1 min Tf chart you can get just one value every 5 mins if you calculate such a value at 5 mins TF, then you will see the same value for 5 bars and it will be calculated again at the 6th following minute.
