    why decelerate will cause high pressure?

      i don't know if it's correct in this application but using Bernoulli you have higher pressure with lower speed.

      When the tank is spin down, the water will have an anti-clockwise motion with respect to the tank. A Coriolis force pointing outwards to the rim (pointing to the right of relative velocity of water) will be generated.
      Water in the tank moves to the rim by the Coriolis force, thus increasing the pressure there.
      Remarks:
      *In a rotating frame, Coriolis force will be generated whenever there is a relative motion between the object of interest and the rotating frame
      *The fluid pressure at a certain depth is proportional to the weight (or the height) of the water column above that level.
      For the case of spinning up, the water will rotate in clockwise direction with respect to the tank. Coriolis Force will be pointing inward. Water hence flow inwards, rising the water level and pressure there.
