Saitama actually scales above any opponent by leagues when they match his power. That's his power, to always scale ridiculously above any opponent that challenges him... Garou reaches this conclusion as he was getting washed by Saitama lol.....

the saitama thing is fan service. its actually in manga/show. hes so OP(to ludicrious levels) hes really bored. he even has a dream he is attacked by mole people trynna take over the world and they keep up a good fight and it excites him, because its been so long for him since he took een damage or had to try. aaaand then he woke up from his dream. XD and when the mole people attacked, it was a joke char and he buried em of screen. and through the series his "opponents" just make him "try"(reveal) small slivers of his stregnth. and Its always for a dumb or silly reason.(being late for sale/store, show he wanna watch, a game, or just them "mildy annoying him" and he one shots. even final fight with garou when crazy stuff is goin on, he still wasnt "trying" per se. So he ISS looking for someone who would make him HAVE to try, he stopped traying cuz he got bored with all his power and NOTHING challanges him. but the series shows us pieces of his power not by challanges but by his fickle a*s personality. XD only final fight garou is when we see, alot of his "serious series" and even that fight hes talkin to garou and wondering if hes a "monster" and not taking it serious. So its not fan lore, its more or less from the anime and manga, its his "characterization"
