last point me aapne bataya governer cannot promulgate ordinance on laws which require presidential approval, but governer can reserve all bills for consideration of president . hence important bills require presidential approval then does It mean governer cannot promulgate on any important law.
Ravi Prakash yes governor can reserve bills but this is ordinance...it comes in force with immediate effect.... No time for presidential approval... So any law whose bill may be reserved by the governor for presidential assent may not be allowed by the governor to be enforced through ordinance route..important here means that any ordinance which may reduce the executive power of the centre or anything like that may not be promulgated through an ordinance in the state by the governor.... Still there are many important issues on which the governor can promulgate ordinances... All depends on the relations between the centre and that particular state... If the centre wants to harass the the state com than it may instruct the governor not to promulgate ordinance recommended by the state's com... Com here means council of ministers
