as of november 2023, they updated the requirements in which u dont have to provide 2 way flight tickets prior to visa, once u get ur visa u can finalize or book ur flight tickets.

I have a Philippines visa and the layover is at Changi airport for 5 hours. I don't have luggage would I still need to get singapore visa to collect boarding pass for the second flight? I am buying my tickets from a carrier which has different flights first is indigo(bhubaneswar to Singapore) and then cebu pacific(singapore to Philippines).

Can I get it at Changi in the transit area itself? Do you know about it or do you think there might be any other complications? Plus even after web check in do I still need an airport printed boarding pass?

An Invitation letter never meant guarantee visa. You need to fulfil their requirements and make perfect plan so that you will get visa.
