Global stats multipliers are applied after everything else, and they work everywhere (so if you have 1k% combo damage and you roll a 50% global combo you'd have 1.5k%)
When you reached level 4 you shouldve unlocked all of them to go for 100s rolls again to reroll everything into S stats. As the other guy said, try to reach the 2nd set is huge priority
actually combo damage isn't that big of a buff considering majority of dmg from crossbows is the extra hits from proccing combo, not the combos themselves.

Lock in all global for 1 set and then all crit for another. You can switch sets depending on content
