It sounds like some kind of rhythmic vocal fry. His voice doesn't sound that deep when he starts singing normally. I think everyone is capable of producing similiar sound with the right technique, because it's not part of the natural register.
I do not know what it's called, but when I do death metal growls and don't project as hard my voice does that. I have a naturally high speaking voice, especially for a guy, so it's a neat party trick.

Our bass player likes to climb on tables in front of the crowd. Last night he fell getting down, providing a classic comedic moment. Yeah... playing a sax in that moment would be difficult. :,)

Hava Nagila my concert band plays this song at every concert we do on Thursday nights for the past 33 years. That guy has an extremely low voice I can almost hit every note he is hitting but not the bottom too on a good day I can hit all those notes
