You can buy whole teltonika tracker for that money (ok, that is wholesale price) of only this board. I was expecting the board to cost maybe 7-8 bucks tops to be it value project.

Keep in mind 2G is not in service in most western countries. There is a 4g version of this device. Hope you can do a tutorial on that as well.

Rather connect it to 5V DC adapter. 12V is too high as it will generate a lot of heat. Or simply use 12V to 5V converter.

Just use 3.7V 2000mah battery. The charge will last for 3-4 on continuous operation. You can recharge the battery again.

Sim808 and A9G are completely different module. I tried SIM808 in past but no luck. You can try SIM808 from examples given by Makerfabs.
