No it probably was first spoken in our modern era by Henry Rollins of Black Flag.
Ha ha LOL ... actually Sir Henry Rawlinson in 1835 who first took on the task of decoding the Sumerian language .
It does seem Sitchen was the first to publish a book in the Pseudoarchaeology vein that became the Ancient Astronaut theory , where he makes the Anunnaki Connection.
But Erich von Däniken is credited with starting this genre from publishing the book "Chariots of the Gods" 8 years prior . Err at least this book is credited to having started what we have today.
However ... the idea of paleocontact by extraterrestrials ... and that we should look into ancient myth for evidence. Was first proposed by Iosif Samuilovich Shklovsky & Carl Sagan .
Shlovsky first by examing Mars moon Phobos ... then a few years later Sagan co-wrote "Intelligent Life in the Universe" that was published 1966 .
