Korean (and Japanese) rice are short grained and have a more sticky texture so they can make all sorts of chewy cakes with it. In my country I'll have to use glutinous flour to get that kind of chewiness but it's not quite the same.... You should be able to get Korean rice flour from a specialty store.

The skin looks a bit like 紅龜粿, which is called as kue tok where I live. But, kue tok is from glutinuous rice flour, not regular rice.
