What is happening? TikTok isn't working in North America, Central America and South America. I am currently located in Colombia. The app isn't working in places like France, Germany, Poland. I am having to connect via VPN to places like Latvia or Croatia in order to access the app.

I was born in China and have friends working at ByteDance's Beijing HQ (the parent co. of TikTok). I can assure you that TikTok is NOT all about money, but rather about shaping the mindset and opinions of American youth (perhaps world youth), covertly, in the long run (you can search for reports with definitive conclusions on how TikTok users have much higher affinity for China than non-users). ByteDance owner actually intended to sell and make a big profit years ago, but CCP won't allow it. They don't want to lose the most powerful weapon against a democracy - mind controlling their next-gen constituents. To defeat an autocracy, beat the leader. To defeat a democracy, influence its constituents.
When Trump first wanted to ban it, he lost the election. When Biden wanted to ban it, he lost the election. Whoever wants to ban it loses the election. TikTok helped Trump, but it could also bring him down, as a Chinese proverb goes “Riding a tiger - you think you dominate, but you can never get off its back (you will be eaten alive)".
The news outlets should no longer frame this law as a "ban", which is exactly what CCP wants. This is in fact a divestiture mandate. The media should correct its tone and promote more potential US buyers to buy TikTok (the problem is not on US government, but CPP that prohibits the sale). This could potential be the best outcome (100% ownership by US - hopefully not Elon or Zuckerberg, and not the 50% proposed by Trump which won't fend off CCP at all).
I feel truly sorry for the people who didn't know about this event happening and just now witnessed TikTok becoming inaccessible.

What is happening? TikTok isn't working in North America, Central America and South America. I am currently located in Colombia. The app isn't working in places like France, Germany, Poland. I am having to connect via VPN to places like Latvia or Croatia in order to access the app.

I've never had TikTok but it always seemed risky to me to start doing content creation on a platform that is still fairly new. TH-cam, Facebook, IG etc have all been around forever so it's way less risky. I'm in Canada so I assume TikTok still works here?
