If you guys check out the full episode it shows that Jomelander was actually trying to be a real hero but he didn't really understand how chemicals, guns, bullets, and collateral damage worked. Basically not only is he an absolute monster because of what the scientists did to him when he was little but also because of Mallory and Black Noir push him into the same ways as all the other Supers which was basically bullshitting the public and not caring about people. Honestly they're the reasons that The Boys show even started.
