No. And he wasn't responsible for that phrase, Tex Avery was.
Chuck was better known for taking Robert McKimson's Bugs' model design, and drawing him more and more sloppy from the 1950's onward. It was like a competition between Friz Freleng and Chuck as far as who could add heavier sloppy lines to the character...by the early 1980's, Bugs looked like shit.

Chuck Jones kinda reminds me of Walt Disney same cartoon imagination. chuck should make a land just like Walt (WALT DISNEY)

Chuck Jones sucked. Bob Clampett and Tex Avery MADE the Looney Tunes.

Jones definitely had a part, but you are correct. Jones worked with a late age Bugs, helping keep him relevant at a time when animation started to suck in the 1950's. If anyone deserves credit as well, it's Robert McKimson, that dude did a lot including designing the Bugs we know today.

RIP Robin WIlliams - only reason he was never asked to host the Oscars was because the hospitals wouldn't have coped with the admissions of people suffering from side splitting pains from laughing for 5 hours. I can barely finish this 4 minute video without choking with laughter from his impressions of Looney Toon characters and comparison to politicians as well 😂😂😂👏👏👏
