There's nothing special in Istikhara. Just offer 2 rakat namaz as usual. It could be anytime of the day. After you salaam on both sides read Istikhara dua and mention why are you performing it. It's not necessary to learn Istikhara dua. It's up to you. You can read it on screen through Google. I'm also going to do first Istikhara after I'm done with my exams. Next month inshallah. Ask me if you've any doubt.
If you are reading alone you will read all salah in a whisper tone The loud salah is for the imam at mosque to pray aloud and the men just follow and listen Hope that helps explain it

That is sunnah or what the nabbi (saws ) would do . So look it up for help in these matters if you are a new muslim
