Its not tinapan po. It originated from Oplan Bayanihan. It started from Bohol focusing on the root cause of the problem: poverty. The whole of the government approach. Before identification of armed group components, its passes through varius information assessment cycle to identify the influenced barangays, then the counter action for the armed group component, winning the heart and mind to convince the members of the underground movement to surrender, then the rehabilitation and integration is the last part. Government intervention to led by the LGU heads to address poverty and the institutionalization, then the Internal Peace and Security Plan turn over to the civilian authorities, so the AFP can concentrate on external threat. Its success largely depends on the LGU head's good governance programs and practices.

Good point yun: Sobrang dami na nating diplomatic protests (hundreds na) to China regarding West Philippines Sea bat walang result? Kung ang papalit na adviser is data driven siya yung policy nya, big clue yun na hindi gumagana ang approach. Tama si prof. dapat mag iba ng strategy. Kasi in the first place China is not recognizing the arbitration rule.

At hindi mo pala alam lahat tayo may tungkulin na ipagtanggol ang bansa. Ika nga lahat tayo militar sa panahon ng digmaan o banta ng digmaan. Naka-standby lang tayo para makipaglaban kung kailangan. Exempted lang diyan yung walang kakayahan gumamit ng armas pero may pwede parin silang magagawa bilang support group.
Ang pambansang depensa ng tungkulin ng lahat yan maging sibilyan ka man o militar.
