if you are playing against Rugal in KOF 98, go to the leftmost corner. you see a dimly illuminated seated figure with no head and lots of tubes and wires coming out of its neck. look closely at his outfit... you are now staring at what used to be Goenitz!!! maybe he was found by Rugal after his defeat in KOF 96 and was experimented on. Rugal has this obsession with the Orochi power, and has judged that, by infusing orochi blood into his body, he can properly use the Orochi power, so, if you will look closely at Rugal's KOF 98 stage, there is a pool of blood in the center, and those tubes from Goenitz's corpse leads into it.
