Because the game hasnt have all the 10 rivals... in 1980 mode are all the rival. But i think yandev want to have the best quality in the rivals, such as their own original clothes.. music, movements, etc...

raibaru was made to be osana, but then yandere dev did not make her the rival.
YandereDe used the Unity Model called “Satomi Makise” to be Osana, however shortly after YandereDev discarded the idea because Raibaru's appearance was not like that of a Tsundere, since she looked very cute.

In 2014, YandereDev chose the Rival-Chan model as a prototype for Osana, however he did not like the idea because Rival-Chan (Raibaru) was very “Cute/adorable” and did not have a Tsundere appearance, Like Osana.

Osana wasn’t in the game 2017-2019, so why is she there? Did you put her into the json file or something? Or spawn her?
She wasn't in the game by default, but you could summon her using a command. Though, she was extremely buggy.
