Anyone would refuse to pay because there are so many fraudster who fill their stomach using this method and what the waiter did was appropriate they are given very less salary and you expect them to give you the food for free. if they had given you the food free the cost of the food would have been deducted from the salary and in some extreme cases they would i have been fired.
So according to my opinion they waiter behaviour was correct.
