Nehru was neither a communist nor a capitalist. He believed in equitable justice. He allocated aluminium to Birlas(Hindalco) since Tatas were already entrenched in the steel sector. He wished for a healthy competition between the public and private sectors. His five year plans giving a fillip to large industries like the integrated steel plants under the public sector and cement industries under the private sector showed his sense of equal justice to all. That laid the strong foundation for infra and employment to large numbers. That showed the results in the late sixties when there was draught in successive years. Without the purchasing power in the hands of the many industrial workers, the country would have faced a Bengal famine like situation. Shastri and Indira Gandhi could manage those draughts which spurred them to adopt quick measures for a Green Revolution.
