Please in what sitting next year will the syllabus be introduced
November 2024 will be the first examination for the new syllabus

May I know the consequences if you're left with a paper in level 2 but have pass all your level 3 and the changes affect level 2
As mentioned, if you are not done with a level and a new subject is introduced, you will be required to write the subject introduced.
To your question in relation to passing all level three but with a paper in level two, that will be determined by the ICAG.

What happens if you have already applied and granted the exemption but still not done with level two? Can that be reversed?
It depends on the requirements in the revised syllabus.

Is the change going to affect ATSWA or not
The syllabus revision is for the ICAG professional qualification programme.
What about if you passed let say PSAF and they review it
Nothing will happen. You have already passed it, and so you just continue
