The reality is Dietrich von Choltitz had already lost the ability to destroy much of anything before he even got Hitler's orders. His few troops were already pinned down by the resistance, had nowhere near enough explosives, and were in no position to detonate most of the explosives that actually had been planted. I'm sure his mental struggle was real but he couldn't have accomplished much beyond petty vandalism even if he wanted to. Both sides exaggerated the importance of his actions after the war: The French to valorize the resistance, the Germans to humanize the Wehrmacht, and both sides to facilitate reconciliation.
Causing flooding and maybe starting uncontrolled fires was an option, but you are right. I think he would have struggled to destroy any large portion of the city.
I think the biggest aspect of respect for the General disobeying Hitler was the fact that the order served zero strategic purpose. The destruction of the Russian infrastructure during the Soviet and later Axis retreats was directed specifically to slow the enemy advances and deny supplies from the local regions to fuel/feed those armies, but the destruction of Paris was purely to have been out of spite as it not only wouldn't have slowed the Allies or really hampered them in any major way, but it would have made retaliation against Germany even more severe. I do firmly believe after late 1942 or at furthest early 1943, Hitler was no longer attempting to win the war, but sought only to cause as much destruction because victory was impossible, much like a child who cannot have his way will upend a game table out of spite.
A movie adapted from a nazi generals memoires saving Paris as its destruction would be "a crime against humanity" ? This guy admitted to commanding the execution of tens of thousands of Jews in Crimea and I would put little stock in his post war revisionist writing. If this movie omits his entire WW2 activities then it does history no justice at all.

Also could look into this long ago movie like Cry Freedom of 1987 along with Battle of Algiers.
