I think before the final fight with Madara (when he was 10 tails) verse Naruto and One Piece verse were at the same power level: alive Madara +-= Im, Alive Hashirama = Joy Boy, Luffy G5 +-= Naruto sage + kurama mode. Roger +-= Sasuke (EMS, Adult).

I think that it's much closer as sasuke will have to rely on his hax and abilities like amatsu sussano and his fire and lightning style. If zoro get up close he will overwhelm sasuke
I mean we have many characters in one piece in same level like Yonko and admiral and others like Hawk eyes who are in kinda same level, I mean at least there is a fight. And in Naruto everything changed after 6 path amp 6 path characters are so broken that even legends like Hashirama/ god of Shinobi is not even on there level. Only Naruto and Sasuke is fighting and others are useless. But in one piece we have many people who still can fight against Luffy and other Yonko.
