@@MrCageCat 1) being short is a point in favor of keeping it in, as longer scenes are generally cut to hit a target runtime. 2) that scene most certainly was not lame.
You're in luck! The latest release from Discotek Media not only put this back in, they had it dubbed in English!! (With new VAs, but the scene is short, so you don't notice unless you're looking for it.)
@aidiknocles So i'm a year late in answering this: I don't know why it was deleted, but the Japanese version kept it in. Fun fact, in the original version, during the credits, there are deleted scenes where the kid who's following Terry (I can't remember his name) sneaks on the train and gets caught by a conductor. Another scene shows Joe actually speaking to either Ripper or Hopper on the phone, which is how he finds out where Krauser is. I don't know why those were cut from the Japanese ver.

@Decepticreepz He's right. The subtitles do match the audio, but both the audio and the subtitles are late. If it weren't for the fact that I've played King of Fighters enough to know what Joe Higashi sounds like (seiyuu: Noboyuki Hiyama), I wouldn't be able to follow this either...

Tony, I think, sneaks onto the train Terry boards.
This scene isn't really 'deleted'. As others have mentioned, it was present in the original Japanese version...a better choice of words for the title would be 'Cut scene from American version of FF2". Kinda like the shower scene in SFII.
This scene was restored in the new Blu-ray release even dubbed.

They should have kept this in the main release. The way Krauser handed Joe's ass to him, this fight would have been some sort of redemption.

I saw this scene in the original japanese version but I don't remember seeing it in the english version.
Restored in the new Blu-ray release and even dubbed!
It was never cut out, at least not in the french version that I saw in the 90s in video tape.

It was cut off in 1993 when it was broadcast on TV. The DVD and VHS version contains this scene.

LoneSageR The SFII shower scene was never cut from the original US versions of the film. I still have the vhs to this day.
This explains why, after all these years, Big Bear and Cheng were nowhere to be seen.
