Shadow of the Tomb Raider 1080p/1440p Ultra Benchmark Vega Frontier Edition AIR OC

Recording through Relive drops fps a little bit. 1440p ultra without Relive scores 61fps average.
PC SPECS:
Ryzen 1700@3.9ghz (Kraken x52 liquid cooled)
32gb (2x16gb) 3600mhz G.Skill Trident RGB
Vega Frontier Edition OC Air Cooled undervolt 1100mv 1100mhz memory
Samsung 960 evo 500gb SSD

Update. Same system but with a 3900x in it now. I get 70 fps@1440p in the benchmark without overclocking the gpu. Just keeping the fan speed up above default so it stays cool enough not to thermal throttle.

Ryzen 2700x MSI X470 Pro Carbon
BLCK 104 @4.5ghz(Single) 4.1 (All) with XFR
This is my config:
Vega Frontier Edition Air (Thermal Paste Redone Thermal Grizzly Kryonaut)
Power Limit +50%
HBM: 1050Mhz @ 1000Mv
P6: 1527 @ 1050
P7: 1602 @ 1100
Max Temp 71~3 Degree Fan at 1200 RPM to 4200 RPM
It only went up to P6 (90% of the time) and never stays P7 phase for most of the time and always fluctuates between P6 and P7.
When it switch between P7 to P6 i saw a sudden spike of FPS down to 41.
Min: 41~3
Max: 129
Avg: 89
95%: 73
What could i done wrong?
