Can he swim sub-46? Yes, but he risks losing the wonderful sweet spot of strength-weight ratio that he enjoys as a teenager. Thorpe set the 400 record as a 17-year old, if I'm not mistaken, and he improved it, so David can as well. But David is so long and light right now. What happens when his bones get denser? He'll probably grow another inch as well. Who knows? Dressel seems to have peaked, but then Ervin wins 50-gold as a 35-year old.
Advantages: long arms, great stroke, light weight, amazing mental approach and maturity.
To be fair, other young swimmers have set WRs and shocked the world, and some sustain that level of mastery, but David has the body to be the Usain Bolt of competitive swimming. Cielo peaked at age 22 -- two WRs, including the one David broke -- and had knee surgeries (patellar tendons) before his 26th birthday.
I'm just ruminating. I think the more provocative question is how much he will expand his repertoire to include the 400.

Pop/a is 100% Romanian name for Pope - Papa in Latin, just like Stoic-Stoica is a another Slavicized, then Serbianized name, like many more East Roman, Proto-Romanian names. Also that -ici at the end doesn't mean that his fathers family was Serbian, while they never claimed to be anything but Romanians. Most like them (1-2% in Ro) could have migrated from Serbia as Vlachs of Serbianzied names, as it happened a lot in the last 7-800 years recorded history, in order to preserve ethnic identity. Unlike Serbians, Romanians never changed anyone's names or ethnicity and the real Serbs are still Serbs, always had church and education in their own language. Unlike a Serbianzed former Vlach Romanian family named Tesla, which luckily didn't become some Teslic, due to being located in areas under Croatia, known before as "Mala Vlashka" - Little Valahia.. So cut the bull pls, most of your nation were indigenous former Daco - Romans, known as Vlachs, assimilated as Serbs due to being Orthodox in NW Balkans, unlike Morlach Catholics, registered as Croats, or Muslims as Bosanaks. Your Rascians assimilated indigenous majority of former Romans, officially Orthodox Romans since 451 AD second council of Chalcedon. Learn your history before you talk.
