I love how her arc is about loyalty to Zaun’s independence from Vander to Silco to Jinx to she herself becoming the face of Zaun as a member of the council
And some people is forcing the idea about Savika is Renata but her character and motivation is different as Savika do her thing her Zaun as whole while Renata doesn't care about it but her revenge on Pilthover and more direct to Camille's family
Her arm also represents who leads zaun. Regular arm - vander Shimmer arm - silco No arm - leaderless Gimmick arm - jinx Covered arm (finale no idea what arm she has) - sevika
She’s not strictly loyal to individuals, she is loyal to the cause of Zaunite independence. She gambles on whoever she believes will bring about her desired change
And poetically it was she herself who will do so in the end, she probably only thought of herself as the muscle the one getting her Hand(s) dirty for someone that will bring that change. She probably never thought she would be the one at the helm of Zaunite Independence
She’s a follower, with a brain, not blindly following but supporting those whose ideals match with hers, and as others have changed or wavered she has stayed the course until she was the person who had to stand up for zaun as a leader figure
She never betrayed anyone, because no single person ever had her loyalty. Her loyalty was always to Zaun as a whole. Which means whoever she sees as the best person to lead Zaun is who she will back. You can't betray someone you never swore loyalty to in the first place.

@Angela-ur5yf It's a "Needs of the many outway the needs of the few," situation. She is not perfect, by any stretch of the imagination. Her goal was the sovereignty of Zaun. What's a bigger number, all of Zaun or 5? Eliminating Vander and his heirs would solidify Silco's power. Which it did, just not in the way they were originally expecting. Like I said, no singular person was her ride or die. So, yeah, she was gonna do some horrible things to her former employer because as far as she was concerned, he wasn't upholding his end of the bargain. She was loyal to her collective people, not any particular or specific person. Besides some she developed soft spots for in certain cases, at any rate.
@Angela-ur5yf giving jinx to piltover would also go completely against the idea of zaunite independence. They would be bowing down to piltovers pressure. Doing it themselves would still be zaun taking care of its own problems and therefore still within the idea of zaunite independence. Especially if the kids and vander were in the way of zauns independence. Thus i dont really see it as hypocritical.
I saw this statement where someone said that Sevika isn't loyal to one person but to the nation of Zaun on its people. That's why she protected Jinx and fought with her despite not being a huge fan of her initially. Jinx became a hero and was the next best leader option for Zaun after Silco passed and there certainly was tension before Silco died because he essentially refused Zaun for Jinx. The same thing Vander did. That's why Sevika is in the council at the end because she actually IS the best leader option because she isn't "blinded" by love for family. Her entire being is loyalty towards Zaun and it's people overall. Without her being attached to one, or more, specific individuals. She fights for the people as a whole while Vander and later Silco too prioritized their kids safety and well being over the cause
Noteable actually is that Sevika doesn't "give our own people" her problem with Vander wasn't him protecting his daughters. It was him letting topside walk over Zaun while they looked for Vi.

Sevika was never loyal to Vander, nor Silco, nor Jinx or anyone else. She only was loyal to Zaun. Not even the place so much as the idea of it. She worked for Vander because he was working towards Zaun's freedom and independence. Then when he wasn't, she worked for Silco, who although he became a crime lord, never lost sight of what he was fighting for. This is why she never tried to seek revenge on Jinx for killing Silco.
