The rule "charge bonus" from charging is defined in the core rules as specifically giving fights first. There is no actual mention in the rule of "charge bonus" about units not counting as charging.
One of the best upgrades for DW is the Terminator squad has the KT keyword which allows it to use ammo strats. 3 cyclones shooting at hordes with anti-infantry 2+ is spicy
You nailed it - agents detachment is perfectly in line with their codex. The thing I am not sure of is if an army rule alone will do. IMO it is also a keyword desaster. Few good strats are limited to 1-2 units, same with who leaders can be attached to. Hope somebody at GW tries to run this army themself to see how bad it plays. Playtesting is just not a thing anymore apparently...
DW terminators are spicy in Firestorm. With a librarian with an enhancement, you can average 7 hits from S10 krak missiles, while a barebones squad averages 4 at S9

The agents detachment is annoying because it sounds like so much fun as a concept and they managed to make it both terrible and unfun. The enhancements need to all be free and the strats need another pass. 2CP for +1 T in an army that is predominantly T3 is ridiculous, especially when it requires a character. The charge one is a joke, it isn't even as good as the Tau one that also battle shock tests them alongside the -2. That strat should be forcing a shock test and be -2 always and then maybe even go as high as -3 for a vindicare. I played agents through a crusade and they were fun, but boy does having basically no rules and relatively bad/fragile datasheets suck.

Dragonfire Rounds are good on cyclones too, assault and ignores cover could be solid.
