This bill will cut down the cause of the problem at first place. If it's not been put to law that if you theft you'll be punished, everybody will do theft. And that women for food, children and all that stuff exists in all crime laws. Only when law persists that if you commit crime then you'll be punished, the happenings of crime will be reduced.
