This video is a couple years old but we recently went up to Folsom a couple weeks ago and there was no speed limit despite the use of the low water ramps. I'm think the speed limit of 5 mph on the whole lake goes into effect when the water level drops below 400 ft. It's not there yet, and some launches are still open but it's dropping fast. Yes there are many sandy beaches around and some rocky ones depending on the water level. In an earlier video, we beached our seadoos by granite bay launch but we rarely beach with our moomba due to the prop. At the very top of the lake there is a 5mph cove that is nice to relax in but there are lots of beaches and shoreline near granite bay launch. Since you have a jet boat you have more options which is nice. But keep watch for hazards and unmarked sandbars given the low water level.

Nope. We've been to the socal lakes like pyramid and they have serious inspections and some of the norcal lakes do as well but not folsom.
