One of the first verses talks about lashing someone! Someone explain this verse I am so distressed about this!

It's a threat, because in order for someone committing adultery to be lashed, four reliable witnesses (in terms of character and piety) needed to see something happen. It is highly unlikely for 4-5 people to catch someone committing adultery. So it is a warning not to commit adultery. Similarly if a person accuses an innocent woman of adultery and does not produce four witnesses, the accuser gets lashed instead.

The lashes are for those who do not have four witnesses for an adultery or fornication cases ( Zina is a major Sin, so you must persent the witnesses to report it otherwise it's considered falsehood statement )
