Yesterday, the commander of the Chinese Air Force sat in the cockpit of su35 accompanied by Shoigu. China and Sukhoi have a long-term good relationship. The Chinese Air Force has SU27, SU30, and SU35 produced by this company, and is also authorized to produce J11 and J16. The issue is the number of people actually paying tax and the amount of social programs. In countries like US and UK where the tax is high and the government has the money to inject in to such high value projects and they spend less on social programmes. However in India, the government has to carefully balance military budget and still fund social programmes so technically money is tight to invest in to high value projects like fighter jets that's the reason the Indian defence always looks for lowest bidder and the turn around time for every project is time consuming
