@4:55 Controller player and Healer main here! Using the D-Pad Up/Down ONLY cycles through party members. As far as enemies go, holding L1 + D-Pad Up/Down cycles through the enemy list, making it easier for you to pick which target to go after. There ARE more options in the Character Configuration menu to narrow down your targeting to a camera or character facing "cone", but it really is something you have to get a feel for and tweak where you can.
